Tanzania has continued to distinguish itself as a key regional transport and economic hub in Africa, driven by sustained efforts to develop and modernize transport corridors that stimulate trade, employment, and regional integration. This was highlighted by the Minister for Finance, Khamis Mussa Omar, during a panel discussion organized by the World Bank on the role of transport corridors in advancing Africa’s economic growth. The session was held on the sidelines of the IMF/World Bank Spring Meetings 2026 in Washington, D.C.. Speaking during the panel, Minister Omar noted that Tanzania has been at the forefront of connecting countries across the region through modern infrastructure, including the historic TAZARA Railway, established in the 1970s as one of the earliest transport corridors linking Tanzania and Zambia. He observed that for many years, such corridors primarily served transportation purposes without fully unlocking broader economic development along their routes. However, this is now being addressed through a strategic shift toward transforming them into economic corridors. “The new direction is to ensure that these corridors evolve into economic corridors rather than serving solely as transport routes. This transformation will stimulate industrial development, trade, and services. These corridors are critical not only for urban growth but also for uplifting rural economies, where much of the production takes place, and for linking these areas to markets to unlock vast development opportunities,” Minister Omar stated. He further highlighted the success of the Central Corridor, which connects the Port of Dar es Salaam to neighboring countries via Lake Victoria and Lake Tanganyika. The corridor has significantly enhanced trade access for Burundi, Rwanda, Democratic Republic of the Congo, Uganda, and South Sudan, reinforcing Tanzania’s role as a gateway to East and Central Africa. To further strengthen this position, the Government has made substantial investments in the Standard Gauge Railway (SGR), valued at USD 10.2 billion. The railway is being developed in six phases domestically, with plans underway to extend it to Burundi and the Democratic Republic of the Congo, thereby expanding regional trade and transport networks. Minister Omar added that these infrastructure investments are aligned with a broader strategy to promote industrialization through value addition in agriculture and mining, enhance domestic production, and boost the national economy. He also noted that the tourism sector stands to benefit significantly from improved infrastructure. “These investments reflect our proactive approach. We did not wait for regional initiatives—we acted as a country, recognizing our responsibility to drive regional development,” he emphasized. He underscored that these efforts continue to position Tanzania as a strategic regional transport hub, contributing significantly to inclusive and sustainable economic growth across Africa. For his part, Ndiamé Diop, Vice President of the World Bank for Eastern and Southern Africa, stressed the importance of shifting from traditional transport corridors to fully integrated economic corridors. He cited the Dar es Salaam (Central Corridor) as a strong example of regional connectivity linking countries across Eastern and Southern Africa. He noted that economic corridors have strong potential to drive job creation, enhance economic competitiveness, and strengthen regional cooperation. However, he emphasized the need to rethink investment sequencing, observing that while coastal countries often invest first, landlocked countries tend to be the initial beneficiaries. He called for more strategic planning to ensure early and equitable benefits for all. Meanwhile, Zarau Wendeline Kibwe, Executive Director of the World Bank representing Africa Group 1 Constituency, underscored the importance of African countries leveraging knowledge-sharing and collaboration in developing high-impact economic corridors. She emphasized that beyond infrastructure development, creating a conducive business environment is essential to enable meaningful private sector participation and maximize investment benefits. She further called for the integration of economic corridor development into national strategies to ensure alignment with broader economic growth objectives. Dr. Kibwe added that investments in such corridors can help address structural economic and social challenges, while stressing the need for inclusive and interconnected systems. She also highlighted the critical role of international financial institutions, including the World Bank and the African Development Bank, in mobilizing resources to finance these transformative projects—key to advancing Africa’s industrialization and economic self-reliance.

Prime Minister Dr. Mwigulu Nchemba presenting education infrastructure budget in Parliament for 2028 secondary school intake in Dodoma, Tanzania The Tanzanian government has projected that a total of TZS 1.77 trillion will be required to support the country’s secondary education infrastructure by 2028. The funds are earmarked for classrooms, laboratories, teacher recruitment, textbooks, exams, and operational costs for over three million students expected to join Form One that year. The announcement was made in Parliament in Dodoma on Wednesday, April 1, 2026, by Prime Minister Dr. Mwigulu Nchemba while presenting the Government Work Review and Outlook and Budget Estimates for 2026/2027. “The assessment shows that 3,021,177 students are expected to join Form One in 2028. The total required cost is TZS 1.77 trillion for the construction of 23,226 classrooms, 46,632 toilet units, 9,366 laboratories, recruitment of 40,192 new teachers, as well as subsidies for textbooks, examinations, and operational costs,” Dr. Nchemba explained. He emphasized that these requirements are in line with the government’s commitment to strengthening the education sector through the 2014 Education and Training Policy (2023 Edition), updated curricula, and various strategies aimed at producing skilled human resources capable of competing in the job market and entrepreneurship locally and abroad. Prime Minister Nchemba called on Regional Commissioners to fully supervise the preparation and reception of students completing the 10-year basic education cycle, ensuring that all necessary infrastructure and services are ready for the 2028 Form One intake. “Previously, we focused on having secondary schools in every ward; now we are aiming for secondary schools in every village. We must prepare infrastructure and all necessary resources to implement this plan,” he said. For the upcoming financial year, the government has allocated TZS 139.28 billion from local government revenues for the construction of 4,193 classrooms and 13,943 toilet units. The central government has also set aside TZS 7 billion for the construction of 233 laboratories. Regarding vocational secondary schools, TZS 88.84 billion has been allocated to build 103 new schools, of which 27 have already been completed and are operational. By February 2026, 158 lower secondary schools are implementing vocational streams under the upgraded curricula, compared to 41 schools in 2024. To enhance vocational teaching, 150 teachers were trained in India, and 156,948 of 172,609 teachers from 17,111 primary schools participated in continuous in-service training programs. The Prime Minister also highlighted ongoing infrastructure development, including 277 new primary schools, 5,439 new classrooms, administrative buildings, dormitories, laboratories, and teacher facilities. Rehabilitation projects have been completed in 228 primary schools, with classrooms, dormitories, and laboratories constructed through community efforts. Dr. Nchemba also acknowledged President Samia Suluhu Hassan for supplying laboratory equipment to 231 secondary schools, including 26 national science schools for girls. In implementing the Free Education Program, the government has disbursed TZS 383.22 billion of TZS 510.96 billion, representing 75% of funds for 18,119 primary and 5,179 secondary schools. For the 2026/2027 financial year, the Prime Minister requested parliamentary approval for TZS 12.5 trillion for the Prime Minister’s Office and affiliated institutions, with TZS 8.73 trillion for recurrent expenditure and TZS 3.76 trillion for development. Additionally, TZS 225 billion has been requested for the Parliamentary Fund.

Deputy Minister Dr. Festo Dugange gave the assurance during an inspection visit by the Parliamentary Standing Committee on Governance, Constitution and Legal Affairs at the Government City in Mtumba, Dodoma. He said the government has reached an agreement with contractor SUMA JKT to ensure the project is completed by March 31, 2026, enabling the building to be occupied by leaders, officials and staff without delay. To meet the deadline, the contractor has been instructed to work day and night, with the government making it clear that no extension of the contract will be granted. “We need the building urgently to continue our planned activities, as the current premises will be handed over to the National Carbon Monitoring Centre,” Dr. Dugange said. The project also incorporates modern sustainability features, including the use of solar energy systems to support environmentally friendly operations. Dr. Dugange noted that the ministry has taken into account recommendations from the parliamentary committee and is committed to ensuring the project is completed efficiently and becomes operational as soon as possible. Meanwhile, Committee Vice Chairperson Hon. Edwin Swale commended the Vice President’s Office for its effective supervision of the project and urged the contractor to implement all recommendations provided.
