Arusha, Tanzania – The Minister for Foreign Affairs and East African Cooperation, Hon. Ambassador Mahmoud Thabit Kombo (MP), has conducted an inspection tour of major development projects implemented by the Ministry and its affiliated institutions in Arusha.

Among the flagship projects visited was the construction of the Mount Kilimanjaro International Conference Centre (MKICC) in the Kijenge area. The state-of-the-art facility is expected to strengthen Tanzania’s position as a regional hub for international diplomacy, conferences, and high-level engagements.

The Minister also inspected the construction of the new office complex for the African Court on Human and Peoples’ Rights located in Lakilaki, Arusha. The project underscores Tanzania’s continued commitment as the host nation of the continental judicial institution and its broader role in promoting rule of law and regional cooperation.

The inspection reflects the Government’s strategic investment in diplomatic infrastructure aimed at enhancing Tanzania’s global presence, attracting international conferences, and reinforcing Arusha’s status as a centre for regional and continental institutions.

The projects are expected to contribute to economic growth through conference tourism, institutional development, and increased international engagement.

During the meeting, the two leaders discussed various matters of diplomatic cooperation and reaffirmed their shared commitment to further strengthening the longstanding historical relations between Tanzania and Kenya. They also agreed to continue joint consultations in addressing emerging challenges and advancing cooperation and bilateral relations between the two neighbouring nations. Hon. Kombo congratulated H.E. Ruwange on his appointment and assured him of the Government’s full cooperation throughout his diplomatic tenure in Tanzania. For his part, Ambassador Ruwange expressed appreciation to the Government of Tanzania for the cordial relations and pledged to further strengthen bilateral cooperation across various sectors including trade, investment, aviation, infrastructure, and tourism. Other priority areas of cooperation highlighted during the discussions included agriculture, information and communication technology, livestock and fisheries, education, energy, as well as defence and security cooperation.

The Senior Officials’ Session will be followed by meetings of the Coordination Committee and the Council of Ministers, with the programme concluding on 22 May 2026.

The dialogue focused on strengthening Africa’s food and agricultural systems to make them more productive, sustainable, and resilient. The high-level discussion, moderated by renowned French development and finance expert Mr. Jean-Michel Severino, examined the current state of agriculture across Africa, including the sector’s key opportunities and persistent challenges. Contributing to the dialogue, Prime Minister Nchemba invited investors to capitalize on the improved investment environment created through Tanzania’s 2023 Public-Private Partnership (PPP) Act. He emphasized the importance of investing in agro-processing industries to ensure agricultural commodities such as coffee, cashew nuts, and sisal are exported as value-added products rather than raw materials. The primary objective of the forum was to identify and advance priority agricultural value chains that can strengthen trade and economic cooperation between African countries and France. The dialogue also explored opportunities to deepen strategic partnerships aimed at accelerating agricultural transformation for the mutual benefit of both Africa and France. In addition, discussions focused on mobilizing financial commitments from development partners, including the French Development Agency (AFD), Proparco, and African agricultural financing institutions. Other Tanzanian Government leaders who attended the strategic session included the Deputy Minister for Foreign Affairs and East African Cooperation responsible for East African Affairs, Hon. James Millya (MP), and the Permanent Secretary in the Ministry of Agriculture, Mr. Gerald Mweli.

The Prime Minister also noted that Tanzania looks forward to continued collaboration with IFAD in implementing agricultural development projects, including initiatives aimed at increasing sunflower production to support the availability of edible oil in the country. “It has been a productive meeting because we have maintained a longstanding partnership with IFAD, particularly in implementing projects that support productive sectors,” Dr. Mwigulu stated. “We are also committed to advancing the development of mixed crops, which in the past were viewed solely as food crops. Today, these crops have become commercial commodities and are increasingly contributing to Tanzania’s trade with other countries,” he added. Dr. Mwigulu further explained that Tanzania intends to expand cooperation with IFAD in the livestock sector as well as in marine resource development projects in Zanzibar. “In addition, we expect to work closely with IFAD in advancing sustainable agriculture initiatives that support our national campaign to address climate change,” the Prime Minister emphasized. For his part, IFAD President Alvaro Lario reaffirmed the organization’s commitment to ensuring that its programmes and implementation strategies align with the objectives of Tanzania’s National Development Vision 2050. “We are now awaiting Tanzania’s development priorities so that we can identify the most effective areas of support, particularly in food security, food self-sufficiency, and agricultural value addition,” Mr. Lario stated.
