Uganda’s President Yoweri Museveni Takes Over as New Chairperson of the East African Community

Arusha, Tanzania – March 7, 2026

The President of the Republic of Uganda, H.E. Yoweri Kaguta Museveni, has officially assumed the role of Chairperson of the East African Community (EAC) following the handover of instruments of office from the outgoing Chairperson, H.E. Dr. William Samoei Ruto, President of the Republic of Kenya.

The handover ceremony took place during the 25th Ordinary Summit of the Heads of State of the East African Community, held at the Arusha International Conference Centre (AICC) in Arusha, Tanzania, on March 7, 2026.

The EAC chairmanship rotates among the Heads of State of the partner states, reflecting the Community’s commitment to shared leadership and regional cooperation.

As the new Chairperson of the regional bloc, President Museveni is expected to guide discussions and initiatives aimed at strengthening regional integration, economic cooperation, trade development, and peace and security across East Africa.

The summit brought together leaders from EAC partner states to review progress on regional integration and to discuss key priorities for the development of the East African region.

The East African Community, headquartered in Arusha, plays a central role in promoting cooperation among partner states with the long-term vision of establishing a prosperous, competitive, and politically united East Africa.

They also agreed to continue joint consultations in addressing emerging challenges and advancing cooperation and bilateral relations between the two neighbouring nations. Hon. Kombo congratulated H.E. Ruwange on his appointment and assured him of the Government’s full cooperation throughout his diplomatic tenure in Tanzania. For his part, Ambassador Ruwange expressed appreciation to the Government of Tanzania for the cordial relations and pledged to further strengthen bilateral cooperation across various sectors including trade, investment, aviation, infrastructure, and tourism. Other priority areas of cooperation highlighted during the discussions included agriculture, information and communication technology, livestock and fisheries, education, energy, as well as defence and security cooperation.

Preparations for the Joint Trade Committee (JTC) Ministerial Meeting between the United Republic of Tanzania and the Republic of Zambia have been successfully concluded following the completion of the Permanent Secretaries’ Joint Committee meeting held today, May 6, 2026, at the One Stop Border Post (OSBP) in Tunduma. The Permanent Secretaries’ meeting marked the final stage of preparations ahead of the Ministerial Session scheduled for May 7, 2026, which aims to further strengthen bilateral cooperation in trade, investment, and economic development between the two neighbouring countries. During the session, the Permanent Secretaries reviewed, discussed, and endorsed recommendations and agenda items submitted by the Experts’ Meeting held from May 4–5, 2026. The agreed agenda will now be presented to the Ministers for final decisions and implementation directives. The JTC meeting is expected to assess progress made in implementing resolutions from previous sessions, address emerging cross-border trade challenges, and establish joint strategies to deepen economic and commercial cooperation between Tanzania and Zambia. Zambia remains one of Tanzania’s key trading partners within the Southern African Development Community region, with trade volumes between the two countries continuing to grow due to strong diplomatic relations and the effective use of strategic infrastructure, including the TAZARA Railway, the Port of Dar es Salaam, and the TANZAM Highway connecting the two nations. Furthermore, the Tunduma–Nakonde border continues to serve as a vital regional trade gateway for SADC member states, facilitating the daily movement of hundreds of cargo trucks transporting goods across the region. This strategic role reinforces Tanzania’s position as a key trade and logistics hub for land-linked countries in Southern Africa. The Tanzanian delegation to the meeting included Deputy Permanent Secretary in the Ministry of Agriculture, Prof. Peter L. M. Msoffe; Ambassador Thobias Makoba, Director of Global Strategy and Policy at the Ministry of Foreign Affairs and East African Cooperation, representing the Ministry’s Permanent Secretary; senior government officials from various institutions; and private sector stakeholders led by the Deputy Permanent Secretary in the Ministry of Industry and Trade, Mr. Aristides Mbwasi.

The meeting focused on reviewing progress in implementing previous Council decisions that remain outstanding. In her remarks, Dr. Kijaji noted that despite East Africa’s rich endowment of natural resources—including forests, wildlife, rivers, major lakes, and the Indian Ocean coastline—these assets continue to face significant threats driven by climate change, including biodiversity loss, environmental degradation, and unsustainable resource use. “Without decisive and coordinated action, the sustainability of these resources will be at risk, potentially undermining food security, tourism revenues, and the economic stability of our countries,” she emphasized. She further highlighted that key economic sectors dependent on natural resources—such as tourism, agriculture, fisheries, and energy—play a critical role in the socio-economic development of EAC Partner States. Tourism alone contributes, on average, more than 10 percent of GDP in some member countries, while generating millions of direct and indirect jobs across the region. Dr. Kijaji outlined priority areas requiring enhanced cooperation, including policy and regulatory harmonization, mobilization of climate finance, advancement of the blue economy, combating environmental degradation, and strengthening public awareness initiatives. The meeting, which followed technical and permanent secretaries’ sessions held from April 20–22, 2026, also addressed key thematic areas such as climate change, water and ecosystems, marine and blue economy, pollution control, and international environmental agreements. Tanzania’s delegation was led by Dr. Kijaji and included the Minister of State in the Office of the Vice President – Zanzibar, Hamis Hassan; the Deputy Minister in the Vice President’s Office (Union and Environment), Reuben Kwagirwa; the Deputy Minister for Water, Kundo Mathew; alongside other senior government officials.
