Tanzania and Rwanda Sign Landmark Energy Cooperation Agreement in the Presence of Presidents Samia and Kagame The President of the United Republic of Tanzania, Her Excellency Dr. Samia Suluhu Hassan, and the President of the Republic of Rwanda, His Excellency Paul Kagame, today, May 19, 2026, witnessed the signing of a bilateral cooperation agreement in the energy sector between Tanzania and Rwanda, a strategic step aimed at strengthening regional integration and enhancing energy security for both nations.

The agreement was signed by Tanzania’s Minister for Energy, Hon. Deogratius Ndejembi, and Rwanda’s Minister of Infrastructure, Hon. Dr. Jimmy Gasore, during a ceremony held at the Kigali Convention Centre on the sidelines of the Second Nuclear Energy Innovation Summit for Africa 2026 (NEISA 2026), currently taking place in Kigali, Rwanda.

The agreement outlines several key areas of cooperation, including cross-border electricity interconnection and power exchange between Tanzania and Rwanda to enhance regional energy reliability and security, implementation of joint electricity infrastructure projects, and the expansion of power trade between the two countries. Additional areas of collaboration include oil and natural gas exploration and development, petroleum products supply and distribution, investment opportunities within Liquefied Natural Gas (LNG) projects, as well as the adoption of emerging technologies, including Artificial Intelligence, in advancing the energy sector.

The ceremony was also attended by Tanzania’s Minister for Foreign Affairs and East African Cooperation, Hon. Ambassador Mahmoud Thabit Kombo; Minister of Finance, Hon. Ambassador Khamis Omar; Zanzibar’s Deputy Minister for Water, Energy and Minerals, Hon. Dr. Seif Pandu; the Permanent Secretary in the Ministry of Energy responsible for Electricity and Renewable Energy, Engineer Felchesmi Mramba; alongside technical experts and senior officials from both governments.

The high-level meeting, held on April 29, 2026, in Cairo, brought together energy ministers from 13 member states to strengthen cooperation and advance the development of a unified regional electricity market. Tanzania was represented by the Deputy Minister for Energy, Salome Makamba, who joined counterparts in deliberating key policy and operational frameworks. Tanzania has continued to distinguish itself as a key regional transport and economic hub in Africa, driven by sustained efforts to develop and modernize transport corridors that stimulate trade, employment, and regional integration. This was highlighted by the Minister for Finance, Khamis Mussa Omar, during a panel discussion organized by the World Bank on the role of transport corridors in advancing Africa’s economic growth. The session was held on the sidelines of the IMF/World Bank Spring Meetings 2026 in Washington, D.C.. Speaking during the panel, Minister Omar noted that Tanzania has been at the forefront of connecting countries across the region through modern infrastructure, including the historic TAZARA Railway, established in the 1970s as one of the earliest transport corridors linking Tanzania and Zambia. He observed that for many years, such corridors primarily served transportation purposes without fully unlocking broader economic development along their routes. However, this is now being addressed through a strategic shift toward transforming them into economic corridors. “The new direction is to ensure that these corridors evolve into economic corridors rather than serving solely as transport routes. This transformation will stimulate industrial development, trade, and services. These corridors are critical not only for urban growth but also for uplifting rural economies, where much of the production takes place, and for linking these areas to markets to unlock vast development opportunities,” Minister Omar stated. He further highlighted the success of the Central Corridor, which connects the Port of Dar es Salaam to neighboring countries via Lake Victoria and Lake Tanganyika. The corridor has significantly enhanced trade access for Burundi, Rwanda, Democratic Republic of the Congo, Uganda, and South Sudan, reinforcing Tanzania’s role as a gateway to East and Central Africa. To further strengthen this position, the Government has made substantial investments in the Standard Gauge Railway (SGR), valued at USD 10.2 billion. The railway is being developed in six phases domestically, with plans underway to extend it to Burundi and the Democratic Republic of the Congo, thereby expanding regional trade and transport networks. Minister Omar added that these infrastructure investments are aligned with a broader strategy to promote industrialization through value addition in agriculture and mining, enhance domestic production, and boost the national economy. He also noted that the tourism sector stands to benefit significantly from improved infrastructure. “These investments reflect our proactive approach. We did not wait for regional initiatives—we acted as a country, recognizing our responsibility to drive regional development,” he emphasized. He underscored that these efforts continue to position Tanzania as a strategic regional transport hub, contributing significantly to inclusive and sustainable economic growth across Africa. For his part, Ndiamé Diop, Vice President of the World Bank for Eastern and Southern Africa, stressed the importance of shifting from traditional transport corridors to fully integrated economic corridors. He cited the Dar es Salaam (Central Corridor) as a strong example of regional connectivity linking countries across Eastern and Southern Africa. He noted that economic corridors have strong potential to drive job creation, enhance economic competitiveness, and strengthen regional cooperation. However, he emphasized the need to rethink investment sequencing, observing that while coastal countries often invest first, landlocked countries tend to be the initial beneficiaries. He called for more strategic planning to ensure early and equitable benefits for all. Meanwhile, Zarau Wendeline Kibwe, Executive Director of the World Bank representing Africa Group 1 Constituency, underscored the importance of African countries leveraging knowledge-sharing and collaboration in developing high-impact economic corridors. She emphasized that beyond infrastructure development, creating a conducive business environment is essential to enable meaningful private sector participation and maximize investment benefits. She further called for the integration of economic corridor development into national strategies to ensure alignment with broader economic growth objectives. Dr. Kibwe added that investments in such corridors can help address structural economic and social challenges, while stressing the need for inclusive and interconnected systems. She also highlighted the critical role of international financial institutions, including the World Bank and the African Development Bank, in mobilizing resources to finance these transformative projects—key to advancing Africa’s industrialization and economic self-reliance.

Speaking during a project planning meeting on April 1, 2026, Commissioner for Electricity and Renewable Energy, Engineer Innocent Luoga, said the project will integrate small-scale renewable energy systems, including solar and wind power, alongside energy-efficient infrastructure. The project also includes the installation of electric vehicle charging stations within the ministry’s premises and parking areas, supporting Tanzania’s transition toward cleaner transport solutions. “We are starting with the Ministry building because we are responsible for overseeing the energy sector, and we want to set an example for both public and private institutions,” Luoga said, adding that the initiative will help reduce electricity costs while ensuring reliable and sustainable power supply. Ambassador Kombo joined the Assembly in an ex-officio capacity, in accordance with Rule 5(4) of the East African Legislative Assembly Rules of Procedure, which requires that no member may take a seat in the Assembly without first taking the Oath of Allegiance to the Treaty for the Establishment of the East African Community (EAC). Geita, Tanzania | 15 March 2026 — A strategic TZS 50 billion investment in the Mpomvu Power Receiving and Cooling Substation in Geita Region is significantly strengthening electricity supply across Tanzania’s Lake Zone, supporting growing household demand and expanding economic activities, particularly in the mining sector. The Parliamentary Standing Committee on Energy and Minerals conducted an inspection visit to the facility on 15 March 2026 as part of its oversight mandate to monitor the implementation of key national energy projects aimed at improving reliable electricity access across the country. Parliamentary Oversight and Infrastructure Progress Speaking during the visit, Committee Chairperson Hon. Subira Mgalu stated that the inspection aimed to assess the progress of energy infrastructure projects and ensure that government investments are delivering tangible benefits to citizens. “As the Parliamentary Committee on Energy and Minerals, we are responsible for overseeing the Ministry of Energy to ensure it fulfills its mandate effectively. We are satisfied with the investment made at this station, which plays a critical role in ensuring reliable electricity supply for citizens and economic activities,” she said. The Mpomvu Substation has the capacity to receive and distribute approximately 90 megawatts of electricity, significantly enhancing energy reliability in the region. Authorities are also planning further upgrades to the transmission network, including a dedicated power line for the Geita Gold Mine (GGM). Hon. Mgalu noted that electricity demand at the Geita Gold Mine is projected to rise from 36 megawatts currently to approximately 70 megawatts by 2035, underscoring the importance of strengthening power infrastructure to support industrial growth. Expanding Energy Access Across Regions Deputy Minister for Energy Hon. Salome Makamba emphasized that the Government continues to invest in energy infrastructure in Geita Region due to rapid growth in economic and social activities, especially in the mining sector. “This substation plays a vital role in strengthening electricity supply not only in Geita Region but also in neighboring areas including Biharamulo and Ngara in Kagera Region, Sengerema in Mwanza Region, and Kakonko in Kigoma Region,” she explained. She added that the project has significantly expanded electricity distribution capacity in the region, where current demand has reached 73.64 megawatts. Previously, Geita relied on electricity supplied from Shinyanga Region, with a capacity of only 4 megawatts, which was insufficient to meet the rapidly increasing demand driven by mining and other economic activities. The completion of the Mpomvu Substation marks a major milestone in strengthening Tanzania’s energy infrastructure, supporting industrial development, and improving living standards across the Lake Zone.

SHINYANGA, Tanzania — The Parliamentary Standing Committee on Energy and Minerals has commended the Ministry of Energy for its continued efforts to expand electricity generation through a diversified energy mix, including the 50-megawatt solar power project in Kishapu District, Shinyanga Region. The praise was delivered on March 13, 2026 by the Committee Chairperson, Hon. Subira Mgalu, after lawmakers visited and inspected the project, which has already begun feeding electricity into the National Grid. Hon. Mgalu said the project reflects the significant transformation underway in Tanzania’s energy sector, particularly in expanding electricity generation through renewable energy sources such as solar power. “This project has already added 50 megawatts to the National Grid, demonstrating the government’s commitment to an energy mix rather than relying on a single source of electricity generation. Currently, we have hydropower, natural gas, and we are now expanding other sources such as solar,” she said. She noted that diversifying energy sources strengthens power supply reliability, especially as unpredictable weather patterns increasingly affect water levels in hydropower reservoirs. Hon. Mgalu further stated that the committee was satisfied with the utilization of funds allocated for the project, noting that the 50 megawatts generated are already contributing to the country’s overall electricity generation capacity. The committee also urged the Ministry of Energy, through the Tanzania Electric Supply Company (TANESCO), to continue implementing the vision of President Dr. Samia Suluhu Hassan to increase national electricity generation capacity to 8,000 megawatts by 2030. Earlier, Minister for Energy Hon. Deogratius Ndejembi said the government is continuing to implement multiple electricity generation projects using different energy sources, including the Kishapu solar power project, which began construction in 2023. He explained that the project uses Solar Photovoltaic (PV) technology and is being implemented in two phases, with the first phase already completed and contributing 50 megawatts to the National Grid.
